Commentary:

 

Many of IMO's most important technical conventions contain provisions for ships to be inspected when they visit foreign ports to ensure that they meet IMO requirements.

 

Port State Control (PSC) is the inspection of foreign ships in national ports to verify that the condition of the ship and its equipment comply with the requirements of international regulations and that the ship is manned and operated in compliance with these rules. (source - http://www.imo.org/)

PSC is very important instrument in raising standards of Maritime Safety as well as it is an important parameter in the risk assessment process.

 

 

IMRRA's April Data Screening Summary:

 

1,444 vessels were assessed by IMRRA in April 2017, among them 81 vessels with 599 deficiencies were recognized as vessels with poor results of PSC inspection (equal 5 or more deficiencies). Among these 81 vessels, five vessels were recognized with detention.

 

Graphics below are based on number of vessels with poor PSC results (Oil/Chemical Tankers, LPG/LNG, OBO vessels - 81 vessels in total) that were screened, demonstrating the relationship between vessel age and deficiencies.

During screening investigations, IMRRA was notified 21 vessels (out of 1,444 screened) were involved in incidents in April.

 

During April 2017, IMRRA evaluated more than 1,444 tanker vessels across all deadweights (DWT) between 0-20 years.

 

The table shows vessels 20,000 to 50,000 DWT, aged 10-15 years were the most heavily traded. Second 50,000 to 150,000 age 5-10 years, with vessels in the 10-15 years third.
